Actually, the first section, where it switch-backs up the cliffs was begun by the C.C.C.s (Civilian Conservation Corps) in 1939 or 1940. Lloyd remembers that the first C.C.C. camp was set up on the site of the Atlas pond, \u201cbut they must not have been here long because they didn\u2019t get very much done.\u201d And for good reason.
